Best AI Voice Generators (2026): ElevenLabs, Murf and Descript Compared

This page has no affiliate links right now: every link goes straight to the vendor. If that changes, we'll say so here. How we make money.

An AI voice generator turns your script into a voiceover in minutes, without a microphone or a voice actor.

This guide compares three popular tools that take different routes: an audio platform built around lifelike voices, a voiceover studio built for business videos, and a video editor with AI voice inside. For each one we list what the cheapest paid plan includes and whether you can use it commercially, checked on the vendor's own pricing page.

The short answer

For the lowest price with a commercial license and voice cloning, start with ElevenLabs ($6/mo). For business videos, slides and training with lots of ready-made voices, pick Murf ($29/mo, or $19/mo yearly). If you edit your own videos or podcasts, Descript ($24/mo, or $16/mo yearly) puts AI voice inside the editor.

What an AI voice generator actually does

You paste or type a script, pick a voice, and the tool reads it aloud as an audio file you can download. Around that core, tools add different extras:

  • Voice library. Ready-made voices in different ages, accents, languages and speaking styles.
  • Voice cloning. A copy of a real voice made from a recording, so you can generate new lines in that voice. Only clone voices you have permission to use.
  • Dubbing and translation. Turning a voiceover or video into other languages.
  • Editing. Fixing words, pauses and sound quality in recordings, sometimes by editing a transcript instead of a waveform.

How we chose

We picked three widely used tools with self-serve plans and published prices, and read each one's official pricing page on October 9, 2026. We haven't tested them hands-on yet, so we can't tell you which voices sound best; we tell you who each one suits and what you get for the money.

Other voice tools we haven't covered yet include Speechify and WellSaid. We'll add them once we've checked their plans the same way.

  • Commercial rights. Free plans usually don’t include them. Make sure the plan you buy covers ads, client work or monetized videos if that’s what you’re making.
  • How usage is counted. ElevenLabs counts credits, Murf counts hours of voice generation, and Descript counts media hours and AI credits. Estimate how many minutes of audio you make in a month before comparing prices.
  • Monthly or yearly limits. Murf’s yearly Creator plan gives 24 hours for the whole year rather than 2 hours every month, which suits uneven workloads.
  • Voice cloning rules. Each tool sets its own rules for cloning. Clone only your own voice or one you have written permission to use.

Our suggestions are based on published plans, not hands-on tests. Try the free plan first with a real script from your next project.

FAQ

What is an AI voice generator?

An AI voice generator turns written text into speech that sounds like a real person. Most also let you choose from many voices and languages, adjust pace and emphasis, and on some plans clone a voice from a short recording.

Can I use AI voices for commercial projects like YouTube or ads?

It depends on the plan. On October 9, 2026, ElevenLabs listed a commercial license from its $6/mo Starter plan and Murf listed commercial rights from its Creator plan, while neither free plan included them. Always check the license on the plan you buy.

Is it legal to clone someone’s voice?

Only clone your own voice or a voice you have clear permission to use. Voice tools have their own rules on consent, and laws differ by country. We’re not lawyers, so check the vendor’s terms and local law for anything beyond your own voice.

What is the cheapest AI voice generator with a commercial license?

In this guide, ElevenLabs Starter at $6/mo billed monthly, checked October 9, 2026. Murf Creator is $19/mo if you pay for a year, and includes more ready-made voices for business videos.

Is there a free AI voice generator?

All three tools here have a free plan, but each is limited: ElevenLabs gives 10k credits a month, Murf gives 10 minutes without downloads, and Descript gives 1 media hour with watermarked 720p exports. Free plans are fine for testing, not for publishing.

Which is better for videos: ElevenLabs or Descript?

They do different jobs. ElevenLabs generates the voice; you add it to your video elsewhere. Descript is the video editor, with AI voice inside it. If you already record yourself and edit in Descript, its voice clone may be all you need.
